In short
- The city sheets set 5,000 psi concrete, 50% panel embedment and a wall face within 6 in of the property line for a typical precast wall.
- A new wall in front of an old precast one may leave a gap of no more than 18 in, and the grout between must be 3,000 psi.
- "Below" is a question, not a verdict: many lines say "or as approved by the engineer of record". Ask for that approval in writing.
- Blank means ask. Each number should be on the sealed plans.

This seawall quote vs city standards calculator is for Cape Coral homeowners holding a seawall bid. Enter the concrete strength, embedment and gaps written in your quote or plans, and it marks each figure as meeting the City of Cape Coral sheet, below it, or not given yet. It uses only the numbers published on the city sheets, with no prices. It builds on our Cape Coral seawall design standards guide.

Example: new precast wall, 4,000 psi, 40% embedment, face 8 in off the property line, 4 in rock, culvert left blank.
How the check works
- Pick the sheet
Precast walls follow sheet H-1. A new vinyl wall in front of an old precast wall follows H-2 or H-3. The precast criteria cannot be used to put a new precast wall in front of an old one.
- Enter what the paper says
Use the figures in the quote or sealed plans, not what was said on the phone. Blank fields are marked "ask".
- Compare with the sheet
Each figure is checked against the minimum or limit on the city sheet. Strength and embedment must be at least the number. Offsets, gaps and rock must be at most the number.
- Read the verdict
"Below" means ask why. The sheet often allows a different design if the engineer of record approves it.
Limits on the city sheets
| Item | Limit | Wall |
|---|---|---|
| Concrete strength, 28 days | 5,000 psi min. | Precast |
| Panel embedment | 50% of panel | Precast |
| Wall face to property line | 6 in max. | Precast |
| Rock in backfill | 6 in max. | Precast |
| Void grout | 3,000 psi min. | Vinyl |
| Old panel face to new cap | 18 in max. | Vinyl |
| Old panels landward lean | under 2 in | Vinyl |
| Old cap alignment | 0.5 in max. | Vinyl |
| Culvert projection | 6 in max. | Both |
These are the figures our design standards guide lists from the city sheets adopted 11-03-2021. The sheet notes "or as approved by the EOR" on several of them, and the city can amend the sheets. Confirm the current version with the City of Cape Coral.
Same quote, line by line
| Figure | Quote / Result |
|---|---|
| Concrete, minimum 5,000 psi | 4,000 psi: below |
| Embedment, 50% of panel or more | 40%: below |
| Face off property line, 6 in or less | 8 in: below |
| Rock in backfill, 6 in or less | 4 in: meets |
| Culvert projection, 6 in or less | not given: ask |
Meeting the sheet is not the whole job. Typical sheet details are not a final design for your lot. A Florida-registered engineer of record designs the wall and certifies the alignment, embedment, cap reinforcing, and deadman anchors and tiebacks after it is built. Ask for the engineer's name and license number before you sign.
Quote checklist
- Ask for the sealed plans. Every figure here should appear on them, with the sheet named.
- Ask who approved any difference. If a figure is below the sheet, ask for the engineer's approval in writing.
- Ask whether this is a replacement or a repair. Replaced portions must meet the standards; see the Cape Coral seawall permit guide.
- Compare the bids line by line. Use the bid comparison calculator.
- Check the panel count. See the seawall panel count calculator.
Questions to ask a seawall contractor
- Which city sheet is my wall designed to? H-1 precast, or H-2 or H-3 for vinyl in front of an old wall.
- What happens if you hit limestone early? The precast sheet embeds the panel 2 feet into rock after cutting a keyway, or uses the pinning detail.
- Who is the engineer of record? See choosing a seawall contractor.
Next step
This is a general check against published city figures, not engineering advice or a permit decision. We are a referral service, not a contractor; we connect visitors with independent local providers. Use the form below to ask independent seawall contractors for quotes that show these figures.

Frequently asked questions
What concrete strength does Cape Coral require for a seawall?
The precast sheet lists 5,000 psi at 28 days for the panel, cap and deadman. The void between an old wall and a new vinyl wall is grouted to the mudline at 3,000 psi minimum. Your engineer may design differently where the sheet says "or as approved by the EOR".
How deep should seawall panels be embedded?
The precast sheet says 50% penetration of the panel, or as approved by the engineer. If limestone is hit early, it calls for 2 feet of embedment into the rock after cutting a keyway, or the pinning detail.
Can a new seawall be built in front of the old one?
Yes, using the vinyl-form sheets and only if the old wall passes the sheet tests, including a gap of no more than 18 inches from the old panel face to the new cap face. The precast criteria cannot be used for this.
What if my quote is below the sheet?
Ask why. Several lines allow the engineer of record to approve a different design. Get the approval and the reason in writing, and compare with other bids.
Does this calculator replace an engineer?
No. It compares numbers with the sheet. The engineer of record designs the wall for your lot and certifies it after construction.
